Most books on vertical filing systems advocated centralized filing departments that handled all of the firm's files. They saw filing as a function activity, like accounting or sales, that would benefit from specialization and systematization. Moreover, they felt that efficiently managed centralized filing could give departments throughout the facility faster service than decentralized filing could.
