Defects or errors in public records may be corrected in order to make them conform to the facts. However, amendments are subject to the rights of third persons. ¶ Those having authority to do so may correct a record in order to make it conform to the truth. . . . In fact, it has been held that it is the duty of the recording officer to correct mistakes and to supply omissions in records whenever he discovers them from data in his office. ¶ Changes in a public record may be made only by or under official authority.
