n. ~ The ongoing usefulness or significance of records, based on the administrative, legal, fiscal, evidential, or historical information they contain, that justifies their continued preservation.

Notes: 

Many archivists do not describe archival collections as having permanent value; changing circumstances may make it reasonable to deaccession a collection. Rather, collections are retained only as long as they have continuing or enduring value.
