(also compulsory license, mandatory rights), n. ~ Copyright · A permission granted by law allowing the use of protected materials without explicit permission of the owner of copyright, but requiring the user to pay a specified fee to the copyright owner.

Notes: 

In the United States, compulsory rights have governed the mechanical reproduction of music, cable television systems, noncommercial broadcasts, and jukeboxes.
