n. ~ 1. A file containing records generated by a process that has been completed and to which additional information is not likely to be added; a cut-off file. - 2. A file to which access is not allowed.

Notes: 

A closed file2 carries the connotation that no one may see the file until the conditions causing the file to be closed have expired or have been removed. Files with limited access are sometimes referred to as restricted or classified.
