Phoebe Evans Letocha is Collections Management Archivist at the Alan Mason Chesney Medical Archives, Johns Hopkins Medical Institutions, which is the institutional repository for the Johns Hopkins Hospital and the schools of medicine, nursing, and public health at the Johns Hopkins University. She oversees the preservation and processing of institutional records and collections of personal papers, still photographs, and moving images. Recent processing projects include the processing of collections related to the history of nursing at Johns Hopkins and inventories of the personal paper collections of medical and public health professionals.

She serves as a member of the Medical Archives compliance team, which develops policies and procedures for access to holdings that contain protected information. She functions as the staff liaison for researchers applying for authorizations from the Privacy Board of the Johns Hopkins Medical Institutions, the institutional review board that oversees legal and regulatory rights to privacy in archival holdings. She also screens and redacts holdings before approving access. In her role as administrator of the Medical Archives' web-based archival management system and its on-line catalog, she publishes collection finding aids and determines the level of public access to archival description records.

She has an AB in History and Women's Studies from Duke University and a MA in History, with a minor field concentration in Material Culture from the University of Delaware. She joined the Medical Archives staff in 2000 as Nursing Records Processor, and had previously worked in the archives at Duke University, Graceland/Elvis Presley Enterprises, and the Hagley Museum and Library.
